Which Plastic Additives Are Made in India?#

India produces four additive families at industrial scale: PVC heat stabilizers and one-packs, oleochemical slip and lubricant additives, organic and inorganic pigments, and the mineral fillers it mines, led by talc. The 43 families of plastic additives are defined on the reference page; this page starts from what India makes and who makes it. Three India-headquartered producers anchor this output: Platinum Industries makes PVC stabilizers and oleochemical additives from Mumbai, Fine Organics makes slip agents and lubricants from Mumbai, and Sudarshan makes pigments from Pune. What India does not produce at comparable scale, it imports, chiefly titanium dioxide pigment and the halogenated flame-retardant chemistry covered in the next section.

What India produces in volume: PVC stabilizers, mineral fillers and oleochemical additives#

India is one of the two largest talc producers in the world: it mined 1.4 million tonnes of the 6.9 million tonnes produced worldwide in 2024, level with China, according to the US Geological Survey's Mineral Commodity Summaries 2025. These minerals reach compounders as ground and surface-treated fillers for plastics, used mainly as loading and reinforcement in polypropylene and polyethylene. India also mined 120 kilotonnes of the 1.1 million tonnes of wollastonite produced outside the United States in 2024, and about 7 kilotonnes of the roughly 400 kilotonnes of bromine produced outside the United States that year, both according to the same US Geological Survey edition.

Platinum Industries manufactures PVC heat stabilizers in Mumbai and at its Palghar plant, selling lead-based and lead-free calcium-zinc and calcium-organic grades under the Highstab brand line, alongside Unipack CPVC one-pack systems and Platilub oleochemical additives. The company also produces PE waxes, metal soaps, impact modifiers and processing aids, and it says it supplies customers in more than 50 countries. Stabilizer content sits at 1 to 5% of a PVC formulation, according to the European Council of Vinyl Manufacturers, the range Indian pipe and profile compounders work within.

Fine Organics has produced oleochemical additives in Mumbai since 1971 and lists more than 450 products across slip agents, antistatic agents and lubricants derived from natural oils and fats. These oleochemical additives lower the coefficient of friction and the surface resistivity of polyolefin film, working alongside the country's stabilizer output rather than competing with it: the calcium-zinc, organotin and lead systems used in PVC are compared in detail on PVC heat stabilizers.

Which additives India imports, and under which HS codes#

The additives India buys rather than makes are the ones whose raw material sits elsewhere: titanium dioxide pigment, antimony trioxide for halogenated flame-retardant systems, brominated flame retardants, and most hindered-phenol, phosphite and hindered-amine stabilizer chemistry. World titanium dioxide pigment capacity stood at 9.9 million tonnes a year in 2025, of which China held 6.0 million tonnes a year, the United States 1.36 million tonnes a year and Germany 339 kilotonnes a year, according to the US Geological Survey's Mineral Commodity Summaries 2026; India is not among the capacities the survey lists. Antimony follows a similar pattern: China mined 40,000 of the 110,000 tonnes of world antimony production in 2025, required export licences for antimony from August 2024, and banned antimony exports to the United States from December 2024, per the same USGS edition.

Antioxidant, light-stabilizer and nucleator chemistry for Indian compounders sits mostly with the broadline houses named on the parent supplier directory, among them BASF, Songwon, Adeka, SI Group, Clariant, Syensqo, Rianlon and Everspring, none of which is headquartered in India. Indian-headquartered additive producers#

Platinum Industries manufactures PVC heat stabilizers in Mumbai and at its Palghar plant, and sells lead-based, calcium-zinc and calcium-organic grades under Highstab alongside Unipack CPVC one-packs and Platilub oleochemical additives. The company also runs a plant at Ain Sokhna in Egypt and produces PE waxes, metal soaps, impact modifiers and processing aids, and it describes itself as a supplier to customers in more than 50 countries.

Fine Organics makes slip agents, antistatic agents and lubricants from oleochemistry in Mumbai, where it has operated since 1971 and now lists more than 450 products. The company describes itself as serving more than 5,000 end users in over 110 countries, added a US subsidiary in 2013 and a European subsidiary in 2016, brought a special economic zone plant on stream in 2023, and acquired land in July 2025 for its first US manufacturing plant.

Sudarshan makes pigments for plastics in Pune, and completed the acquisition of the Heubach group on 3 March 2025, a transaction that brought the former Clariant pigment brands into its portfolio. Its product names for plastics include Heubach, Hostaperm, Hostatint and Sudaperm.

Global additive makers with Indian plants and entities#

Two European PVC stabilizer houses in this directory run Indian operations: Baerlocher, whose site list includes India alongside Germany, the USA, the UK, Italy, Turkey, Malaysia, China and Brazil, and Reagens, which operates entities in Italy, Germany, the USA and India. Baerlocher is a family business headquartered in Unterschleissheim near Munich, employs about 1,150 people, and sells PVC heat stabilizers, metal soaps and lubricants under the BAEROPAN, BAEROSTAB, BAEROPOL, BAEROLUB, BAEROCID, CEASIT and ZINCUM brand lines, alongside PFAS-free processing-aid and tin-replacement programmes.

Reagens operates PVC heat stabilizer and one-pack systems from entities in Italy, Germany, the USA and India, and describes itself as a leader in PVC stabilizers. Neither company's sourced entry gives an Indian plant city, a production capacity, a legal entity name or an ownership share, so this page states only that their site and entity lists include India, and names no Indian city or capacity for either.

How Do You Choose a Plastic Additive Supplier in India? 7 Checks#

Check a plastic additive supplier in India in seven steps: confirm the substance by CAS number, establish whether the company manufactures or resells, identify the plant, get both data sheets, get the food-contact route in writing per market, get the restricted-substance position, then buy a sample against a certificate of analysis.

  1. Confirm the substance, not the trade name: ask for the CAS number and the chemical name.
  2. Establish the role: manufacturer, masterbatch producer, compounder, trader or marketplace listing.
  3. Ask which plant makes the grade and who owns it.
  4. Ask for the technical data sheet and the safety data sheet in the format of your market.
  5. Ask for the food-contact route in writing, per market, with the instrument named.
  6. Ask which restricted substances the grade is free from, and on which test.
  7. Order a sample against a certificate of analysis and re-test it in your own compound.

A supplier that manufactures should be able to answer all seven checks without delay; a marketplace listing or a pure trader typically answers only the first and the last, and that gap between the two is itself useful information when the two are compared side by side.

How to verify an Indian supplier: CAS identity, registration and food-contact status#

The first thing to verify is not the company but the substance: a trade name can cover several suppliers and several specifications, while a CAS number plus a specification sheet identifies exactly one material. Irganox 1010, for example, is also sold under the trade name "AO 1010," and only the CAS number and the specification sheet tie the two names to one substance. The directory gives the CAS numbers and regulatory status of 437 additive substances, which is the reference a quote should be checked against.

REACH registration under Regulation (EC) No 1907/2006 is specific to one legal entity and one substance, so a claim of "REACH registered" says nothing on its own: ask for the registrant's name and check it against the substance being bought. US Food Contact Notifications work the same way: each FCN is held by a named notifier and is proprietary to that notifier under the FDA's Food Contact Notification programme, so the supplier's identity is part of the compliance answer, not separate from it.

Food-contact status in the European Union depends on whether the substance sits on the Union list in Regulation (EU) No 10/2011, which carries its own FCM number and specific migration limit; a substance absent from that list is not permitted in EU food-contact plastics regardless of what a supplier's data sheet claims. Ask for the FCM number and the SML in writing rather than accepting the phrase "food grade" alone, and never accept "FDA approved" as a claim, since the FDA clears a food-contact use through a 21 CFR section or a notifier-specific FCN, not through a blanket approval.

Manufacturer, trader or marketplace listing?#

A plastic additive reaches an Indian converter through four different businesses that all answer to the word supplier.

  • Manufacturer. Synthesises or mines and processes the substance itself, the way Platinum Industries manufactures PVC heat stabilizers in Mumbai and at Palghar.
  • Masterbatch producer. Converts the substance into a concentrate sold by let-down ratio rather than by neat weight.
  • Compounder. Builds the substance into a ready-to-mould compound, and sometimes sells a one-pack system alongside it, the way Baerlocher and Reagens sell PVC one-packs.
  • Distributor. Buys, stores, repacks and resells the substance without manufacturing it, often exclusively for one principal in a given region.

Marketplace listings and local directories aggregate all four roles under one label, which is why a listing price cannot be compared with a quoted price and why the role question comes before the price question. Which Regulations Apply to Plastic Additives Sold in India?#

Two regulatory frames apply to a plastic additive sold in India: the Indian food-contact and product rules for material that stays in the country, and the destination market's chemical and food-contact rules for anything that leaves it inside a compound or a finished article. The full set of plastic additive regulations is indexed by instrument and market on this site, and the two sections below cover the frame that matters for an India sale and the frame that matters for an export.

Food-contact packaging in India: FSSAI rules and the BIS standards#

Plastic packaging sold in India falls under the Food Safety and Standards (Packaging) Regulations, 2018, notified on 24 December 2018, which set an overall migration limit of 60 mg/kg or 10 mg/dm2 determined by IS 9845, with no visible colour migration permitted from the packaging to the food.

Pigments and colorants used in food-contact plastic packaging in India must comply with IS 9833, and polyethylene constituents used in the packaging follow the positive list set out in IS 10141. Export markets: EU REACH restrictions, EU 10/2011 and US FDA#

An additive that leaves India inside a compound, a pipe or a packaging film is judged by the rules of the market it arrives in, and the evidence is normally asked of the exporter rather than of the importer.

The European Union allows only additives on the Union list of EU 10/2011 in food-contact plastics, with an overall migration limit of 10 mg/dm2 (60 mg/kg for food intended for infants) and a substance-specific migration limit that defaults to 60 mg/kg where no lower value is set for that substance.

REACH Annex XVII restrictions limit DEHP, DBP, BBP and DIBP to 0.1% combined in all plasticised articles since 7 July 2020 under entry 51, and entry 63 limits lead in PVC articles to 0.1% from 29 November 2024, with recovered rigid PVC allowed up to 1.5% until 28 May 2033. Entry 52 restricts DINP, DIDP and DNOP only in mouthable toys and childcare articles, and DINP itself is not banned in the European Union.

In the United States, food-contact plastic additives clear through specific sections of 21 CFR, such as 178.2010 for antioxidants and stabilizers and 178.3740 for plasticizers, or through a Food Contact Notification held by a named notifier. The full 21 CFR sections and the notification route are set out under FDA food contact rules, and the FDA's final rule of 20 May 2022 left exactly 8 ortho-phthalates authorised as food-contact plasticizers.

What Do Plastic Additives Cost in India? Prices and What Is Published#

No Indian plastic additive price is published by any official source: the marketplace figures that appear in search results are seller listing prices, not assessments, and they cover a grade that is rarely specified in full. Google's AI Overview for the "pvc stabilizer manufacturers in india" search already substitutes marketplace listing prices for an assessed price, which is the gap this section explains rather than fills.

What can be used instead is a small set of US unit values published by the US Geological Survey, always as US figures and never restated as Indian ones: titanium dioxide's US landed, duty-paid import price averaged about USD 3,200 per tonne in 2025, US milled talc averaged about USD 330 per tonne, the US bromine import unit value was USD 2.70 per kilogram of bromine content in 2024, and antimony averaged USD 25 per pound in 2025 on the Argus assessment quoted by the USGS. Direction-only commentary adds a little more: Chinese DOP (dioctyl phthalate) prices fell by RMB 1,700 to 1,750 per tonne between January and November 2025, with the 2026 outlook pointing to ample supply and flat demand, according to ResourceWise. None of these figures is comparable to a masterbatch price, which depends on the let-down ratio rather than on the neat additive cost; the published figures per substance are collected under plastic additive prices.

How Do You Request a Quote from Indian Plastic Additive Suppliers?#

A quote request that names the substance, the polymer, the dosage and the destination market gets a comparable answer; one that names only a trade name gets a price for an unknown grade. Identity comes from the CAS number rather than the brand, and for a masterbatch the let-down ratio has to be in the request itself or the returned prices are not comparable.

How Big Is India's Plastic Additive Market?#

No India-only plastic additive market size is quoted on this page, because none of the analyst figures we can verify separates India from the Asia-Pacific total. The global plastic additives market is sized only as a range with the analyst and year attached: USD 43.5 billion in 2023 according to MarketsandMarkets, rising to USD 63.71 billion in 2025 according to Precedence Research, with a global volume of 36.7 million tonnes in 2023 according to Ceresana. Asia-Pacific holds more than 50% of that volume, per Ceresana, and 55% of its value, per Precedence Research, and India's contribution sits inside that regional total without a separate published figure. What drives Indian demand: PVC pipe, packaging and film#

Pipe drives the Indian additive package: India consumed about 3,700 kilotonnes of PVC in 2021, and about three quarters of it went into pipes and fittings, according to figures published by Platinum Industries. A rigid PVC pipe compound carries a heat stabilizer, lubricants, an acrylic processing aid, an impact modifier and calcium carbonate filler, with stabilizer content at 1 to 5% of the formulation, according to the European Council of Vinyl Manufacturers.

India, China and the rest of the world#

India and China occupy different positions in the same regional total: China holds 6.0 of the 9.9 million tonnes of world titanium dioxide pigment capacity and mined 40,000 of the 110,000 tonnes of world antimony in 2025, while India's strength sits in talc, oleochemical additives and PVC stabilizer chemistry. The Chinese supply base has its own hub on this site, plastic additive manufacturers and suppliers in China, which profiles the country's broadline and pigment-scale producers.

European and US capacity, by contrast, concentrates in stabilizer, flame-retardant and pigment chemistry rather than in mineral mining, and US producers are listed under plastic additive manufacturers and suppliers in the USA.
