PVC Stabilizer Manufacturers and Suppliers: 15 Companies by Stabilizer Class and Region

This directory lists 15 companies that manufacture PVC heat stabilizers, mapped to 7 stabilizer classes, so a buyer can go from a chemistry to a named producer and its brand without a login. Which of them you may buy from depends less on price than on where the compound will be sold: the destination market decides the class before the supplier decides the grade.

The directory covers stabilizers for PVC, CPVC and other chlorine-containing polymers such as chlorinated polyethylene, plus 2 companies here that make heat stabilizers for polyamides instead. The 7 classes run from calcium-zinc and calcium-organic systems through organotin, lead salts, barium-zinc and liquid mixed metal, organic-based stabilizers, co-stabilizers and metal soaps. Voltage or "servo" stabilizers, concrete admixtures and coating stabilizers are a different product, outside this directory's scope.

This page maps stabilizer class to producer, application to stabilizer system and region to plant, and sets out 7 verification checks for a quote. No company's inclusion or position is paid for, every listing follows our editorial policy, and every company needs at least one attribute confirmed against a primary or named source or it is left off the list. A single request can go to several verified suppliers at once, through the tool described later on this page.

What Does a PVC Stabilizer Manufacturer Actually Sell?#

A PVC stabilizer manufacturer sells the chemistry that stops PVC from releasing hydrogen chloride during processing, and that chemistry reaches a compounder as one of three products: a primary stabilizer, a co-stabilizer or a complete stabilizer-lubricant one-pack. Unstabilized PVC loses hydrogen chloride above about 70°C, its thermal degradation onset sits near 250°C against about 400°C for polyethylene, and as little as 0.1% dehydrochlorination already causes unacceptable discoloration. A stabilizer performs five functions inside the polymer: it scavenges the released HCl, substitutes labile chlorine atoms, interrupts the conjugated polyene sequences that turn PVC brown, deactivates the Lewis-acidic metal chlorides that form during degradation, and in several systems also acts as a secondary antioxidant, a framework Frye and Horst first described in 1959.

PVC stabilizers make up 1 to 5% of a PVC formulation by weight, 2 to 4% typical according to Ullmann's Encyclopedia. Heat stabilizers are one of the 43 families of plastic additives; this page starts from the company that sells them, not from the chemistry alone, because the product a buyer requests, a primary stabilizer, a co-stabilizer or a one-pack, changes which of the 15 companies below can quote it.

Primary stabilizer, co-stabilizer or one-pack?#

The three products differ in how much of the formulation work the supplier has already done for you.

  • Primary stabilizers, such as lead salts, organotins, and mixed metal soaps like calcium-zinc and barium-zinc, or organic-based stabilizers, supply the core HCl-scavenging chemistry on its own.
  • Co-stabilizers, such as epoxidized soybean oil (ESBO), polyols like pentaerythritol and dipentaerythritol, beta-diketones such as dibenzoylmethane, organic phosphites, hydrotalcite, zeolite or perchlorates, boost a primary stabilizer's performance but do not replace it. These sit inside the family of PVC co-stabilizers covered in full on their own page.
  • One-packs, such as Baerlocher's BAEROPAN range and Songwon's One Pack System (OPS) blends, pre-combine a stabilizer with a lubricant and typically a co-stabilizer into a single product the compounder can dose directly.

Baerlocher describes its BAEROPAN one-packs as built on a proven stabilizer base and fine-tuned per application, and Songwon describes its OPS blends as customised blends in different physical forms, both company statements rather than independent specifications. The product choice matters most in calcium-zinc systems, where accumulated zinc chloride is a strong Lewis acid that catalyses zipper dehydrochlorination, known as zinc burning; polyols, phosphites, beta-diketones and hydrotalcite counter it, which is why a Ca/Zn one-pack rarely ships as a single component. A buyer who asks for PVC heat stabilizers by class alone still needs to specify the product type: our source library holds no sourced phr range for calcium-zinc, lead or barium-zinc one-packs, only the overall formulation level above and the US pressure-pipe range given later on this page.

Which "heat stabilizer" do you mean? PVC, nylon and polyolefins#

In PVC, a heat stabilizer neutralises the hydrogen chloride the polymer releases; in polypropylene or polyamide the same phrase means a thermal-oxidative stabilizer, and the two are bought from different companies.

The term is used almost exclusively for PVC and other chlorine-containing polymers such as CPVC, PVC copolymers, PVDC and chlorinated polyethylene. In polyolefins, polyamides and POM, "heat stabilizer" instead means a long-term thermal-oxidative stabilizer, typically a phenolic antioxidant, a phosphite or a thioester, or for polyamides a copper-halide system.

The classic copper-halide dosage is 0.001 to 0.03 wt% copper plus 0.1 to 5 wt% halide, described in US patent 2,705,227. Brüggemann rates its copper-salt systems to 180°C and states its CuI-based BRUGGOLEN TP-H1804 retains tensile strength for more than 5,000 hours at 190°C in glass-fibre PA66, both supplier claims rather than independent test results. A buyer looking for the nylon side of this chemistry needs heat stabilizers for nylon rather than this page, and a buyer who searched "heat stabilizer manufacturers" for a polyolefin antioxidant supplier needs polymer antioxidant manufacturers or, for light stabilization, UV stabilizer and HALS manufacturers.

PVC Stabilizer Manufacturers: The Full Directory#

The 15 manufacturers below fall into 4 groups: PVC stabilizer and one-pack specialists, broadline additive houses with a PVC stabilizer line, co-stabilizer and acid-scavenger producers, and producers of heat stabilizers for polymers other than PVC.

A blank cell in Table T2 means the attribute is not yet confirmed, not that the company lacks it.

1. PVC stabilizer and one-pack specialists (9)#

PVC stabilizer and one-pack specialists supply the complete package, a primary stabilizer, lubricant and co-stabilizer combined; the group has 9 companies: Baerlocher, Reagens, Galata Chemicals, Valtris, PMC Group, Platinum Industries, Peter Greven, Emery Oleochemicals and Struktol. Several also make the metal soaps in that package. Baerlocher describes itself as a family business of more than 200 years with 1,150 employees and sites across Germany, the USA, the UK, Italy, Turkey, Malaysia, India, China and Brazil. The EU lead restriction of 29 November 2024 moved most of this group's volume toward calcium-based chemistry, since calcium-zinc and calcium-organic systems now account for 83% of EU stabilizer use per VinylPlus's June 2023 submission to the ECHA PVC investigation.

2. Broadline additive houses with a PVC stabilizer line (2)#

Broadline additive houses with a PVC stabilizer line sell antioxidants and light stabilizers as their main business and carry PVC chemistry alongside it; the group has 2 companies: Songwon and Adeka. Songwon runs a Tin Intermediates and PVC unit from Ulsan, South Korea, and sells One Pack System blends. Adeka's Chemical Products segment, in Tokyo, covers plasticizers and PVC stabilizers under ADK STAB.

3. Co-stabilizer and acid-scavenger producers (2)#

Co-stabilizer and acid-scavenger producers make the hydrotalcite behind almost every lead-free calcium-zinc system; the group has 2 companies: Kisuma Chemicals and Nabaltec. Hydrotalcite is bought separately from the primary stabilizer and is the standard long-term component of lead-free Ca/Zn systems. Kisuma sells it as ALCAMIZER and the DHT-4 grades, Nabaltec as Actilox CAH. Neither company has a profile page in this directory yet, so both are named here as plain text.

4. Heat stabilizer producers for polymers other than PVC (2)#

Heat stabilizer producers for polymers other than PVC serve nylon, and in one case a broader portfolio; the group has 2 companies: Brüggemann and BASF. Brüggemann, in Heilbronn, Germany, makes the BRUGGOLEN copper-salt heat stabilizers for polyamides, including the CuI-based TP-H1804 and the TP-H1607, H320/H321 and H324/H325 grades, plus copper-free alternatives. BASF, headquartered in Ludwigshafen, sells stabilizer chemistry under the Irgastab brand, but the PVC scope of that line is not verified in our source library, so it is not described here as a PVC stabilizer.

Who Supplies Which Stabilizer Class?#

Most stabilizer sourcing starts from the chemistry, so the 7 classes below list the producers named in our source library, with the share each class holds and the rule that decides where it may still be used. Calcium-based systems held about half of the global market in 2023, lead 25.1% and tin 15.4%, per the Wikipedia polymer-stabilizer entry, a secondary source cited because no primary analyst breakdown is verified. In the EU, VinylPlus's June 2023 submission to the ECHA PVC investigation puts calcium-zinc and calcium-organic systems at 83% of stabilizer use, a separate figure never combined with the global split above.

# Class Share and status Producers named in our source library Class page
1 Calcium-zinc and calcium-organic (COS) About 50% globally in 2023; 83% of EU stabilizer use (VinylPlus, June 2023) Baerlocher (BAEROPAN one-packs, BAEROSTAB), Reagens (COS), Platinum Industries (Highstab lead-free grades), Adeka (ADK STAB) Calcium-zinc stabilizers
2 Organotin (methyltin, butyltin, octyltin, estertin) 15.4% globally in 2023; Baerlocher states tin is used for almost all rigid PVC in North America PMC Organometallix (Advastab TM, Thermolite), Galata (Mark), Reagens (REA TIN), Valtris (Akcrostab T), Songwon (tin intermediates), Hubei Benxing Organotin stabilizers
3 Lead salts 25.1% globally in 2023; not permitted in PVC articles placed on the EU market at or above 0.1% lead since 29 November 2024 No EU producer is named; Platinum Industries states it makes both lead-based and lead-free grades Lead stabilizers
4 Barium-zinc and liquid mixed metal The liquid chemistry for flexible PVC and plastisols; EU flexible films use almost solely BaZn and CaZn (Baerlocher) Baerlocher (liquid mixed metal systems), Reagens (plastisol systems) Barium-zinc and liquid mixed-metal stabilizers
5 Organic-based stabilizers (OBS) Heavy-metal-free uracil chemistry, introduced by Crompton around 1999 Galata Chemicals (OBS 200 pipe, 300 rigid injection moulding, 500 conduit and profile, N and O flexible indoor) Organic-based stabilizers (OBS)
6 Co-stabilizers: hydrotalcite, polyols, beta-diketones, phosphites, perchlorates, epoxides Bought separately; hydrotalcite is the standard long-term component of lead-free Ca/Zn systems Kisuma (ALCAMIZER, DHT-4 grades), Nabaltec (Actilox CAH), Galata (MARKPHOS phosphites) PVC co-stabilizers
7 Metal soaps (calcium and zinc stearate) Both lubricant and stabilizer component; go into every one-pack Baerlocher (CEASIT calcium stearate, ZINCUM zinc stearate), Peter Greven, Platinum Industries (Platilub), Emery Oleochemicals Metal stearates

The stabilizer-lubricant package behind every class above still needs a metal soap, and the calcium and zinc stearate manufacturers that supply it separately are covered on their own directory page rather than repeated in Table T3.

How Do You Choose a PVC Stabilizer Supplier? 7 Checks#

Choosing a PVC stabilizer supplier takes 7 checks, and the first one is not about the company at all: the market where the finished article will be sold decides which stabilizer class is still available to you. Skipping the first two checks makes every later comparison meaningless.

  1. Confirm the destination market's lead limit. Lead stabilizers at or above 0.1% by weight of PVC may not be placed on the EU market since 29 November 2024 (REACH Annex XVII entry 63, Regulation (EU) 2023/923); cadmium is capped at 0.01% in PVC under entry 23.
  2. Match the application and its temperature class. PVC cable insulation runs in temperature classes 70, 90, 100/105 and 125°C, plastisols gel at 140 to 220°C, and CPVC, at 63 to 69% chlorine, has a maximum service temperature of about 93°C.
  3. Decide the product type. A primary stabilizer, a co-stabilizer or a complete one-pack changes which of the 15 companies in this directory can quote the order.
  4. Check the food-contact route where it applies. EU 10/2011 sets group SML(T) limits of 0.18 mg/kg as tin for methyltins (group 9), 0.006 mg/kg for di-n-octyltins (group 10) and 1.2 mg/kg for mono-n-octyltins (group 11), plus 18 mg/kg for estertin (FCM 710) and 60 mg/kg for ESBO (FCM 532, 30 mg/kg on infant-formula and baby-food jar gaskets). In the US, 21 CFR 178.2010 caps methyltin mercaptides at 2 wt% in rigid PVC for food contact up to 88°C, and 21 CFR 178.2650 caps octyltin, estertin and dodecyltin chemicals at 3 phr total organotin.
  5. Ask about the potable-water route separately. US pressure pipe qualifies through the Plastics Pipe Institute's Hydrostatic Stress Board at an HDB of 4,000 psi at 73°F under ASTM D1784 cell class 12454, and NSF/ANSI 61 and 14 apply; Galata and PMC advertise NSF-authorized grades, a supplier statement, not a verified certification.
  6. Compare product form and metal content, not price per kilogram. Methyltin stabilizers run 15 to 21% tin, Thermolite 137 is a 14% tin butyltin liquid, and MARKPHOS phosphites range from 4.4% to 10% phosphorus; the plastic additive trade name lookup converts a brand name to its underlying chemistry.
  7. Check exposure to the restricted organotins. DOTE and the DOTE/MOTE reaction mass have been SVHC since 17 December 2014 with Annex XIV entries 58 and 59 and a sunset date of 1 May 2025, food-contact uses excepted; dibutyltin and dioctyltin compounds are limited to 0.1% tin in listed consumer articles since 1 January 2012 (Annex XVII entry 20); lead stabilizer salts have been SVHC since 19 December 2012.

Download the PVC Stabilizer Selection Guide (PDF) to work through all 7 checks before requesting quotes.

How to check a stabilizer's regulatory status#

A stabilizer's regulatory status is checked per class and per destination market, not per company: the lead restriction is written into REACH Annex XVII, the tin limits into the EU food-contact regulation and the US Code of Federal Regulations.

Entry 63 of the REACH Annex XVII restrictions, introduced by Regulation (EU) 2023/923 of 3 May 2023, prohibits lead at or above 0.1% by weight of the PVC material from 29 November 2024, with articles placed on the market before that date exempt. Recovered rigid PVC may contain less than 1.5% lead until 28 May 2033 in listed profiles, sheets and non-drinking-water pipes, subject to a closed-loop requirement from 28 May 2026 and the marking "Contains >= 0,1% lead". The derogation for recovered flexible PVC ended on 28 May 2025 with no lead cap set for that stream, a distinction the full lead in PVC history covers in more depth.

Food-contact stabilizers answer to a second instrument. EU 10/2011 sets migration limits for the metals a stabilizer can add to food, 1 mg/kg for aluminium and barium and 5 mg/kg for copper and zinc, on top of the organotin group limits given in check 4 above; in the United States, those check-4 figures come from the FDA food contact rules in 21 CFR 178.

Two organotins carry a restriction beyond food contact. DOTE, on the SVHC Candidate List since 17 December 2014, and its MOTE reaction mass reached Annex XIV entries 58 and 59 through Regulation (EU) 2022/586, with authorisation required from 1 May 2025 outside food-contact use; the full DOTE profile sets out its identity and limits. Dibutyltin and dioctyltin compounds have been capped at 0.1% tin in listed consumer articles since 1 January 2012 (entry 20), and lead stabilizer salts have been SVHC since 19 December 2012. No grade is called compliant here; a buyer asks which document, a declaration of compliance, a certificate of analysis or a REACH statement, backs the class requested.

Which product form and dosage basis to ask for#

Two offers are only comparable when the form and the basis match: a dust-free pastille and a micronized powder of the same chemistry feed differently, and a tin stabilizer is priced on its tin content, not on its kilogram.

Baerlocher documents 6 product forms: R granules, several additives compacted into a free-flowing, low-dust product suited to silo storage; SMS flakes and TX pastilles, dust-free melt products including zinc stearate and multi-component stabilizers, silo-storable and abrasion-resistant; SP sprayed prills, very low dust and very high bulk density; AV granules, stearates made with the company's AV technology, very low dust and high bulk density; and MC and SW powders, single components or customer blends from micronized to free-flowing coarse. These are one company's documented forms, listed here as what to ask for, not as an industry standard.

Dosage comparisons need the same basis too. PVC dosages are expressed in PHR (parts per hundred resin); converting to weight percent means dividing one component's phr by the formulation's total phr and multiplying by 100. Our source library holds no minimum order quantity, lead time or packaging size for any of the 15 companies here, so none is stated.

Which Stabilizer System Does Your Application Need?#

The application decides the stabilizer class before any supplier is contacted: a US pressure pipe runs on methyltin at 0.3 to 1.0 parts per hundred resin, a European window profile on a calcium-based one-pack, and a clear blister film on an octyltin.

The pipe figures above come from the Plastics Pipe Institute's TR-2 range composition, a US pipe standard document, not a general recommendation: heat stabilizer 0.3 to 1.0 phr (methyltin), calcium stearate 0.4 to 1.5 phr, paraffin wax 0.6 to 1.5 phr, PE wax up to 0.3 phr, titanium dioxide 0.5 to 3.0 phr, calcium carbonate up to 5.0 phr and process aid up to 2.0 phr, qualified at an HDB of 4,000 psi at 73°F under ASTM D1784 cell class 12454.

Where Are PVC Stabilizer Manufacturers Located?#

Stabilizer supply follows stabilizer chemistry: Europe runs on calcium-based systems and its suppliers sit in Germany and Italy, North America runs on tin and its suppliers sit in New Jersey and Michigan, and India and China supply both. Calcium-based systems account for 83% of EU stabilizer use, the VinylPlus figure cited earlier, one reason 5 of this directory's companies are headquartered in Europe. Baerlocher states tin systems are used for almost all rigid PVC in North America, while European tin use concentrates in high-transparency and demanding processing applications, matching the 3 US-headquartered companies here, PMC Group, Galata Chemicals and Valtris, which all sell organotin chemistry.

PVC stabilizer manufacturers in India#

India is the one market in this directory where a single company supplies both lead-based and lead-free PVC stabilizers: Platinum Industries, headquartered in Mumbai, with plants in Palghar and in Ain Sokhna, Egypt. Platinum Industries supplies PVC stabilizers under the Highstab brand in both lead-based and lead-free calcium-zinc and calcium-organic grades, CPVC one-packs under Unipack, and oleochemical additives under Platilub. Indian PVC consumption was about 3,700 kilotonnes in 2021, with about 75% going into pipes and fittings, according to Platinum Industries, a supplier source rather than an independent market report.

Two other companies here have an Indian presence without a verified Indian headquarters: Reagens operates entities in Italy, Germany, the USA and India, and Baerlocher lists an Indian site among its 9 countries. The companies that dominate Indian search results, including MLA Group, Faith Industries, Bharti Plastchem, Sunflag, Modstab, Rewachem and Goldstab, carry no attribute verified against a primary or named source, so none is listed here; a buyer can track this gap on the plastic additive manufacturers and suppliers in India hub as it is closed.

PVC stabilizer manufacturers in China and Southeast Asia#

Our source library verifies one Chinese methyltin producer, Hubei Benxing, and two Asian production sites of a European company, Baerlocher's plants in China and Malaysia. PVC stabilization consumes about 20,000 tonnes of tin a year worldwide, an order-of-magnitude figure, not a precise count. The trading and manufacturer sites that rank for stabilizer queries in China, including Changsheng Material, PVC Chemical, Sunwise Chem, Yarosch Chem, Novista Chem, Chemdo and Gzbaisha, carry no verified company data, so this directory states plainly that the region is under-covered rather than listing unverified names; a buyer can start instead from the plastic additive manufacturers and suppliers in China hub while that gap is closed.

PVC stabilizer manufacturers in Europe and North America#

Five companies in this directory are headquartered in Europe and three in the United States, and they specialise along the same line that divides the two markets: calcium-based one-packs in Europe, tin chemistry in North America.

The 5 European companies are Baerlocher, in Unterschleissheim near Munich, a family business of more than 200 years with 1,150 employees by its own description; Reagens, headquartered in Italy; Peter Greven, which supplies metal soaps and lubricants; Brüggemann, in Heilbronn, making copper-salt heat stabilizers for polyamides rather than PVC; and BASF, in Ludwigshafen.

The 3 US companies are PMC Group, in Mount Laurel, New Jersey, selling tin stabilizers through PMC Organometallix; Galata Chemicals, in Jersey City, New Jersey, selling organotin, mixed-metal and phosphite stabilizers; and Valtris, which opened a new office in Midland, Michigan, on 17 August 2026. A buyer can start from the plastic additive manufacturers and suppliers in Europe hub or the plastic additive manufacturers and suppliers in the USA hub for the wider supply base beyond stabilizers.

What Do PVC Stabilizers Cost?#

No PVC stabilizer price is published anywhere we can verify, so this section explains what sets it. The metal content sets the price basis: methyltin stabilizers run 15 to 21% tin, Thermolite 137 contains 14% tin, and phosphite co-stabilizers run 4.4% to 10% phosphorus, so a price per kilogram of product is never a price per kilogram of active metal. Four factors our source library supports as cost drivers are the metal used (tin against calcium and zinc), the metal content of the grade, the product form (a dust-free pastille costs more to make than a powder), and whether the buyer orders a one-pack or a single component.

A calcium-based dry blend has about 2% lower density than a lead-stabilized one, a Baerlocher claim that changes the cost per moulded part, not per kilogram. No PVC stabilizer price, tin price series or calcium-zinc price is verified in our source library; USGS Mineral Commodity Summaries cover antimony, bromine, titanium dioxide, talc, kaolin and barite, none a stabilizer raw material, so no figure appears here. We publish plastic additive prices only where a free primary source exists; the one package component with a planned price guide is the stearate, at calcium and zinc stearate prices.

How Do You Request a PVC Stabilizer Quote?#

A stabilizer quote is only comparable when every supplier prices the same package, which takes 8 items in the request: the polymer, the application and its temperature class, the destination markets, the class, the target dosage in phr, the product form, the compliance route and the annual volume.

  • The polymer and its form: rigid or flexible PVC, CPVC, or plastisol.
  • The application and its temperature class, using the ranges given earlier on this page.
  • The destination markets, because they decide which class is legal to quote at all.
  • The stabilizer class wanted, or an open request if the class is undecided.
  • The target dosage in phr.
  • The product form: granule, flake, pastille, prill or powder.
  • The food-contact or potable-water route, naming the EU 10/2011 group or the 21 CFR section that applies.
  • The annual volume, and whether a sample is wanted first.

Send one stabilizer request to several verified suppliers through the plastic additive supplier finder. Buyers below a manufacturer's minimum volume can instead work through plastic additive distributors.

How Big Is the PVC Stabilizer Market?#

One analyst, IMARC, puts the global PVC stabilizer market at USD 4.6 billion in 2024 with a forecast of USD 6.9 billion by 2033; there is no second published figure we can verify. This directory is the stabilizer-specific entry point into the wider plastic additive manufacturers and suppliers network, and every profile linked from it follows the same rule: no paid inclusion, no paid position.

Stabilizers are one line inside a larger plastic additives market put at USD 43.5 billion in 2023 by MarketsandMarkets and USD 63.71 billion in 2025 by Precedence Research, a range never combined with the figure above. The largest plastic additive companies page ranks manufacturers by sales across all 43 families, not stabilizers alone. Within the stabilizer market, calcium-based systems held about half of the global class split in 2023, lead 25.1% and tin 15.4%, and organotin stabilization consumed about 20,000 tonnes of tin a year, all carried in Table T6 with their own source and status.

How Europe lost its lead stabilizer suppliers#

Europe's lead stabilizer suppliers did not disappear because of a ban: the industry replaced the chemistry first, and the law followed nine years later.

ESPA figures put EU-15 lead stabilizer consumption at 127,156 tonnes in 2000, 61,052 tonnes in 2008 and 30,708 tonnes in 2010; by 2014 EU-27 consumption had fallen to roughly 14,000 tonnes, and calcium-based stabilizer use rose by 29,472 tonnes over the same 2007 to 2014 period. ESPA members completed the voluntary replacement of lead stabilizers at the end of 2015. Cadmium stabilizers had already been phased out voluntarily in 2001 under Vinyl 2010 (ECVM), and cadmium is now limited to 0.01% in PVC under REACH Annex XVII entry 23. The legal restriction followed 9 years after the voluntary phase-out finished: lead at or above 0.1% by weight of the PVC material has been prohibited since 29 November 2024 under REACH Annex XVII entry 63.

What are the most common stabilizers used in PVC?#

Calcium-based systems are the most common PVC stabilizers: they held about half of the global market in 2023, and calcium-zinc plus calcium-organic systems accounted for 83% of stabilizer use in the EU according to VinylPlus in June 2023. Lead held 25.1% and tin 15.4% of the global 2023 split, with liquid mixed metals and other systems making up the remainder.

What legacy lead in recycled PVC means for a buyer#

A buyer who specifies a lead-free stabilizer can still receive lead in the compound, because recovered PVC carries it: in 151 new Swiss PVC floorings analysed by Wiesinger and colleagues at ETH Zürich in 2024, 16% contained regulated chemicals above 0.1 wt%, mainly lead and DEHP from recycled content. The same study detected zinc in 96% of samples, barium in 72% and tin in 58%, evidence that stabilizer chemistry from earlier decades persists through the recycling stream regardless of what the current formulation specifies.

This is what the recovered rigid PVC derogation in Annex XVII entry 63 anticipates: recovered material may contain less than 1.5% lead until 28 May 2033 in listed uses, with a closed-loop requirement from 28 May 2026 and the mandatory marking "Contains >= 0,1% lead". A buyer specifying recycled content should ask for that marking and treat legacy additives in recycled plastic as a standing risk, not a rare exception; formulation options for that stream are covered in full on additives for recycled plastics.
